Drugs like psycho and mentats count as weapon too.

no, they don't, but they count as drugs which will get you shot as well, (psst, they think you're a dealer if you have a batch of inhalers or syringes in your hand)

Maybe when you make  a gun at workbrunch it just takes in your hand? I mean you carry it automaticly? Because guards shoot you at NCR for cariing a gun.

nope, it don't autoequip once you craft it.

This has happened to me too and I dont think its the guards, I read on the wiki that if someone has a high enough rep with a city they can kill other players with impunity, You prolly just got PK'ed and the guards didn't do shit 'cause they like whoever did it.
