Get killed in NCR

i have a problem when i go to the workbench in NCR

when i got there with no weapon in hand and i use the workbench the guards kil me always

my karma in NCR and NCR rangers is 0, so i dont know why they kill me

(sorry for the bad english)

or he has a weapon out when he goes into the inner city, if you have a weapon equipped on an active slot the guards are gonna shoot ya dead.
