Guarded towns? Really?

Can anyone explain me, why some towns are called guarded? I am asking about this for one reason only, and that is I dont get the idea of guarded towns, if any PK can pwn all guards and then kill and loot anyone for free...
Just experienced this in Hub Old Town, I just entered and even before I can move I was ripped to pieces by some BGunner with minigun and looted by some of his friend... from the view he was doing it already for at least few minutes, as there was big pile of dead town-guards... and he even has a brahmin to carry all the loot...
I know there already is a lot of whining about "harshness" of the game, but the PKs are completely ruining the game, if there will be no at least a bit safe spot for notPKs and new players...

I think that is because players have too much power in this game. We can nerf player influence or we can wipe all towns to allow players to create their own towns (Fractal Powa ?)

It's issue with Hub as it has few sections. Devs didn't forseen that when making reinforcments for guarded towns feature. If it wasn't already highlighted you should somehow inform them about this issue...

I requested help right at the moment I was pwned by them... but maybe none of GMs was online, because nothing happen... as far as I know, some antiPKs must get rid of them later...

If a GM wasn't online, it would say none are online. Otherwise, a GM did get your requesthelp.

But I saw that guy that was camping in Old Town on Town Preview. I didn't go in, but I saw the dead bodies, etc. It didn't look like he was exploiting - if a gang tries to take over a guarded city without exploits, it is a legal thing to do.

Of course he might have been exploiting, I don't know. But something that could prevent exploiting is to place guards by doorways, and place more inside buildings that could easily be blocked off.
