Enclave Patrols near NCR spawn = ???

How can you see better if there is nobody with so much health unless they are GMs.

When you have Better Criticals perk you've got 1/5 chance to insta kill someone when aiming at his eyes. The enemy's HP doesn't matter.

If it differs much and I'm wrong, correct me. Though you should tell me how do you know it.

Yeah it does differ a lot, devs have said. I asked because I'm not sure myself what the exact chance for a insta-kill is, but I think the developers said something about even with 10 Luck + Better Criticals, the chance is still about 5%.
