Perk to make cooldown shorter

I don't like the idea of this perk applying to every cooldown: Too powerful.

But applying to specific cooldowns?

Miner
Gunsmith
Pharmacist
etc.

That might be kind of cool, if the perks were combined with some kind of other bonus as well, like +10% repair chance on guns with gunsmith, for example.

if you take this perk 2ce,you will have 5 perks left(3 if skilled) so,idk

this perk is better for self-sificient caracters,that wanna make a living

actually, it's perfect for alts, and will encourage them even more.
