Perk to make cooldown shorter

let's give for every computer 1 caracter max alowded, this will discurage alting!!!!!
and better:make a quest that restart's your caracter and change it,but still keep the mane and pass
and something to discurage powerbuilds:after gaining exp for lvl 22,beocme lvl 1 again

That's a horrible idea that would affect everyone that likes PvE, not just power-builds that would be killing other players that don't give XP.
