Does Explorer perk work ?

Is the perk explorer working ? What i will see more mobs or ?

what about Scout and ranger perks ?

is scout giving significently more encoutners?
and what are the special events that ranger perk  is about ?

So maybe it'd be good idea to at least find more casual encounters with those perks?

Don't know where does it come from, but I think Explorer perk may make you able to encounter more real players on the worldmap. Not sure, though.
