Does the fuel cell controller still exists??

I searched a lot for it, but i NEVER found a car wreck on which i could click, and looking the wiki it seems that i need to found a certain car which i did, but still i can't manipulate it  ::) any hints?

You found it when having an encounter or just by random entering the world map?? Probably i'm missing something, because i can't really find a car  :o

This is the car i've seen in the wiki, i found loads of these but still no one was clickable...



I tried other kind of cars too but still...
