Well, there is a quick temporary solution to this issue: shoot anyone not being a member of controlling faction. Militia will engage him and stop blocking the door, but well...

...I doubt that this solution satisfies most of you :)

I'll send in a few "Combat Engineers" to try to deal with the blockers if they're still there.
