Rope avaliable to hostage players?

I was thinking that, i've seen on some other RP games that ropes could work for players.

I'm talking about maybe ropeing another faction-member and gives him an option to pay or just stay here for 1 hour until he
releases randomly in a world.

Of course it might get abusive but i was thinking that maybe only faction leaders could do this to hostage other faction members/leader.
It would be hella fun and would create more conflicts and maybe you can even earn on it :)

That's some idea i came up with, please give feedback & tips how to improve this if you liked it
or maybe just tell some bad stuff about it :)

Nope i havn't , but i've been playing san andreas online..
It's from Garrys Mod RP and it worked fine there :)
