I suggest move out of NCR a bit south, to Hub, and visit Jacob at Old Town. If you can't find any armor there, I'll give you 5 of LA Mk2 for free.

PKrs have a heaven anytime they can shoot to pixels, and having 21 lvl is not impossible, even if you play casual, once-twice per week.

Again - move from NCR, it's not Wasteland SimCity.
You can easily find low-hp NPCs anywhere. And there is no diminishing XP from long time now, so gaining experience is easier.

I find it stupid some people that say "they should get used to it the wasteland is harsh" but think about how many people have thought 'fuck this game , I cant be assed to play a game where I die every few minutes' which is what i have heard from a lot of people, but instead of a protection I have came up with another idea that doesn't make invulnerable newbies or give advantages to them. A simple tutorial at the beginning would give a world of help, and yes I know theres a manual but with most games a tutorial helps a lot more as you are getting experience from the game rather than words on a piece of paper. So then I truly think a tutorial at the beginning as now I have begun to estabilish myself. But I didn't even know about a tent until I saw on the forums and by god it didn't even have any hint of how to make it as not in a million years would i have guessed how to make it. So yet again the forums came to the rescue. But this could be cleared up with a simple tutorial. Now the comments of 'The Wasteland is harsh. Get used to it', No actually for most players it is 'I don't have a clue how to play this or what to do. Let's go over here. Oh look someone called ******. BANG. And your dead within a minute of starting.'

Check the wiki.  When I started playing, I got started rather quickly.  Dying is just a learning experience every time.  Just trudge through it, and you'll feel a sense of achievement having gotten where you are without being babied.  And then you will say to the noobs, "The wasteland is harsh, get used to it."
I think the system is perfect as it is.
If you want information, you have to seek it out yourself instead of having it spoon-fed to you.

No I know that it's that a tutorial would help people get used to game. Instead of doing what I had to do which was OMG what's this click on forums search oh its nothing of use to me. Yes I have left behind my noobish remnants as I have now estabilished myself. however I am still not going to turn around to noobs and say ' The wasteland is harsh' as it's not the wasteland it's the interface of the game as it gives no help at all you have to either learn the controls and how to play fast otherwise you're a dead man. It's not the wasteland anyway i've set up a new poll for a tutorial to help at the beginning so i will have this thread closed shortly.
