brain synaptic impairment

My proposal is to reduce replication cooldown form a min to 5-10 sec and add a synaptic impairment debuff right after replication. This debuff will reduce the character's SPESIAL stats and all skills buy some amount (50%SPESIAL and 150%skills maybe?). Players can get rid of synaptic impairment, by waiting a short amount of time(3-5min).

i'd say that that could buff weakening instead, and maybe reduce it to 180 secs, but it will totally fuck up fragfest events...
