Add a location for E parts in the north

All the spots to get e parts are along the southern border of the map with no options for players in the north.

Agreed, There should be an Abandoned Computer up North.

A Car Factory Maybe?

But it gives a reason to go south.

There's a computer at the themepark SE of Gecko.

And isn't there one at Toxic Caves (but you need to do little quest to see it)?
