You are wrong, because:
1. It is NOT a mod. Just because someone says "only mods are legal!" doesn't make it a mod. Technically it is not a mod, PERIOD.
2. Mod is NOT the only way to have the game legal. As long as there is no original content from Fallout distributed with the game it is 100% legal. What is original content from game or not is a matter of dispute. Fallout graphics and sounds are not included in installer.

Of course about legality you can believe Interplay managers more (they sure have proven to have great managers... not), that doesn't change the simple fact that it is NOT a mod (legal or not).

i have to agree with jovanka, law don't regulate the term of "mod"

Pandemon:
Law is directed by copyrights in computer programmes, so if Interplay noticed anything about something like "mod" or "modification" in Fallouts copyrights I think law would accept it.

damn pandemon, you are so stubborn... it doesn't fucking matter if some graphics are from fallout 1/2/t, mod is a mod, engine is engine, when we make all graphics for ourself then you still gonna scream MOD MOD MOD!!!!111 ?

And anyway, you wont change towns, world map, town names etc.
