BGer Char Creation

So i have never used a bg character, not even in single player fallout!
I just had a few questions about a build before i get started... already made 4 characters to get a good sniper and i dont wanna repeat the process with BG.



So my first question is, at lvl 15 id take toughness lvl 2 insted of lifegiver 2- What do you think about that? Would life giver be better?

Also is 160% bg Enough to use avenger well?


This char would be able to do 2 bursts of minigun.
