I know that with 5 IN you can't take Sharpshooter, but it'll be easier to make -1 PE +1 IN and take sharpshooter instead of +1PE, +you can raise PE by cigs.

This sniper does 2 shots in the eyes but sees 50 hex only. This is a small problem in TC combats so it is possible to change BRoF to Sharpshooter. Without cheating you won't be able to do 2 shots in the eyes instantly. Aiming takes about 1-1,5 secs so this is enough to regain AP and make another eye-shot.
On the other side, it will be more difficult to farm Enclave or BH patrol with 1 eyeshot only.

In theory he'll get -40% skills for SG. He still can kill people when jet fall off.
Anyway, I don't believe in pvp chars without drugs so I won't argue with you about that.
