I had my first random encounter with a caravan.  I talked to the leader and as soon as he agreed to trade with me, the guard blew my level 1 ass up.  I know it was a guard and not a player- if it's even possible for a player to end up at the same caravan as you- since all the damage said it was done by Guard.

Should I expect this and run like hell from anyone I see?  Like, do even the NPCs see your weakness and take you out?  Or did something go fubar?

you need to talk to trader in way so that you could still be few hexes away from caravan, if you come 1 hex range from them they shoot after warning.

Weird.  Oh well, starting over's not so bad...

They have a proximity check because people are fond of standing next to the guards with dynamite and blowing up, so their friends can nip in and loot them all.

Why so?  :-\ We all were nabs long ago, nothing to be ashamed. Right now you should find some helpful player who could help you with tents and some basic items. I can help, but only if you manage to install IRC and get on the 2238 channel.
