Whats the deal with special encounters?

so far it seems special encounters are going to be the bane of my existence, i wonder if any of those outdoorsmen perks help, like the one that claims youll find more special encounters on it or whatever it says.

I already asked that on another thread concerning special encounters, it doesn't help as it would only lead to farming.

Last time i ran into cave with old shovel and three graves in it. 10000 caps, a diamond necklace, flower. ^^

The only thing i've met is a cannon (the same as the one in Boneyqrd merchant)  with some  shells. but i didn't find any interst pf it :(
