Whats the deal with special encounters?

Howitzer Shells. And the guy who wants them is in the boneyard, at the respawn point.

Thats what I thought so I don't bother lookin for em....

Don't nail me on this, but I think if you have the quest active and in your pipboy the location stays on the map.
