Reworking of the merc system

that would solve level 21 mutants problem and then leveling up of mercs could even stay the same as now.

That's a great compromise as lower level mercs would still have some value at high levels unlike the current system where people don't buy the leather melee merc for instance because the metal one has similar hp and obviously survives better making the leather one redundant.
