Barter issues [Fixed]

Currently I can't sell to NPC's in the NCR, My karma is still neutral, and thats the only reason I could think of of him hating me.
I press the "Barter" button on the left and the window closes
I ask him "what have you got?" and the same thing happens.
Any ideas?
