What is the best small gun to use?

Pff, only 'cause of range, nothing more at this gun is good.

You could always try a 14MM, It's not the BEST but it can do at least some damage..

I know.
I took the liberty of interpreting it as him only wanting to use single shots or aimed single shots.
Main advantage of a weapon with burst mode is you can switch to that if needed.

It has a small magazine of only 6 bullets.

Boradam:
So carry ammo.

HertogJan:
He wants to conserve ammo and not have to reload a lot.
Carrying ammo means you take a risk losing it in encounters with pk or npc.
