This isn't accurate suggestion yet, but... I hope it'll found what to pay to that damned replication center.
Probably, someone suggested it before, but all I've found is:

Yes, but not in real life currency, you should pay to replication center in in-game currency, or else they will find you and delete your character forever.
It must contain something, that every type of character can get, if you're non-combat character, or powerbuild, or tagged gambling and speech, etc. and if you don't get it in time, your character... will instantly die like other mortals. Of couse "in time" means online time staying, because if a player playing this game once a month 1-2 hours it'll be painful for him..., so it must calculate only time staying online, but:
Stage 1: crafter-alts or your clones with names HelloImClone1, HelloImClone2, HelloImClone3, HelloImClone4, HelloImClone5, (yes, it's an example) who appearing instantly after you've killed one of them in TC (or somewhere else) one by one by one by one aren't online much time, so it'll not be a problem for them, but again:
Stage 2: You'll need to pay to replication center if you die too often of your time online/deathes ratio. Again... they will stay afk somewhere at base then, to be online very much time, now we returning to stage 1, so if you're online much time or online not much time but staying in "replication time" most of your time online, then you'll need to pay something, or do annoying quests, I don't think it's so painfuly, if you have only 1 character, but if you have 5 clones, yes, it'll be hard.
"Pay" means not caps, it means something to do/give/offer, I don't know what to suggest, but it shouldn't be caps. I think quests (without CH and other skills/stats/reputaton requirements) is the best solution. Atleast any quest, may be replication center will have thier agents everywhere who looks like simply citizens/peasants, who already gives quests to you or something.

How about simply allow fast relogs and alts, if it's a hard problem to solve? I don't mean multi-logs here, this is simply unfair. But fast relog?

Fast relogs means you'll need to kill the same person few times, untill all his clones are dead, and then his friend will come with his clones too, who will die again and again. That's the only what I want to suggest to solve, really, crafting-alts or just alts, who you play separate aren't a problem, but undead zombies with almost the same names - the problem.

wait, im a bit confuzed, so if we're afk even with our mains, would that mean we just suddenly die if enough time is gone by? cuz sometimes i fall asleep with fonline on, or leave them in a brahmin pit to train slaves while im gone, our characters will just suddenly die if we dont do anything?

Well I will say like this: The job is you must create painful death, but not so painful so that a person with one character will not be discouraged from playing the game, but someone who uses 5 will be discouraged and will go to using only one. While I welcome more painful death, as it will cause to people to not run around in pajamas, I would also like to comment that if someone has 5 characters leveled up for PvP, I think they can invest a lot of time into the game as opposed to someone who has only one character (there might be exceptions but in general I think this is true). So it will create a time sink for the player who has 5 characters AND the person who has only one. Your idea might work with people who use alts just to troll people like using 5 unarmed characters, and from reading your post I guess this is what it is made to fix, but I don't think it will work for people that play 10 hours a day. However, I still think this option should be looked at and tested, I would love to see people not going into a town naked because they might die and actually arm themselves because right now if you die naked you do not lose anything other than a few minutes of your time.

i dont think people would start useing armor and weapons more often, sometimes even if they do have them, they'll just be taken down by the higher tier characters/thiefs/bombers/pk'ers anyway since there a bigger target that can also be viewed as a threat, they'd prob prefer the worse deaths then the large amount of cash in items they would loose to travel/NCR/ new heavly hp'd NPC/pk'er deaths, i know i would, unless i was a millionair and had a shitload of HQ weapons and armor to waste, i prob wouldent even want to step out of my village to much if this was implimented,

How they would go about this is up to them but pretty much anything short of this probably won't solve it, were characters all tied to a single account then it would be alot easier to solve but alas its not.

It's already like that, unfortunately this can be bypassed and is a problem with every mmo.
