Add guard inside Hub Bank

Add a guard inside the Hub Bank, every other bank within a guarded city has atleast one guard inside it.
Hell even the gun shop has guards inside and outside but why a far more important building like a bank can only afford two on the outside is absolutely unfathomable to me.

There use to be a guard in The Hub bank.

Should be standing right next to the banker.
