getting shot at the workbench with no reaction from the guards

Is it normal to be shot at, at the workbench in junktown with no penalty? is it a weapon enabled zone? . It has been an eye opening experience so far in fonline 2238. I especially love the GMs so far.hehe -hint hint to GM go......r -  except for the 'touchy part"..

Its fucked up, i know. Ive seen some guy killing everyone next to NCR workbench. No guards did nothing to him, he just kept killing everyone. When i tried to kill him, i got instantly blasted to bits by the guards. Epic a lot, is it?

Next time hide from guards and then shoot ;p
Inside workbrench there're no guards, but outside NCR policemans, so just go inside and do the dirty job.

That has been fixed I believe, there are a few policeman inside now.
