Even if this isn't in the original Fallout world I think it would seriously balance the huge differences between tank minigun powerbuilds and tactical smallgun weapon builds.

Ok, depending on hex, skill in weapon in use, type of weapon, etc...  When in cover you will get a damage resist modifier. ( Example:  one person is 5 hexes away from another in cover, and that character in cover will recieve a 10% bonus in damage resist. You can hold the left mouse click on an object and click on a figure showing a person and an arrow point to a wall with a character right on the wall in crouch or stand postion.  Once you let go, your character will run immediately and hug onto the wall or car or whatever. once you leave one hex from the object you are out of cover and will not recieve damage resist.  Of course there will need to be angle counters to this.  Flanking, ( No need for description ) will cause a damage modifier in terms to the person shooting the person in cover from an angle where they are totally exposed. 5 hexes away , player smallgun is in cover, big gunner fires, smallgunner is hit and 10% modifier to damage is added due to flank.

Now the only downside to this for many players will be that holding a large two-handed weapon would make it impossible to be in cover so the smallgunners who have always been nerfed in comparison will have at least one advantage over big gunners.


Comments, suggestions to add, etc...?

This isn't a VERY well thought out suggestion i know but it just came to me.

So, you are trying to suggest something like Fallout tactics... It could be cool but requires a whole lot of programming. Would be very good for small gunners, becuase big gunners just don't do anything else then run 'n' gun. It would be interesting if there would be some environments that are good against big gunners while other walls or stuff a big gunner would just blow to pieces or make it a pile of dust, for example, I hide behind a thin wall. A guy with mini gun just bursts at the wall, making the bullets go thru, but decreasing the damage very minimaly, while lasers and plasmas won't have this penalty. Or maybe I hide behind a car, and a guy with 10mm SMG bursts, but it's firepower isn't enough big, so I get total of 60% resistance. (getting cover 10% + small gun 50%)

No it's not.
Firstly it need to be in "3D era" then make sprite of player kneeling or hiding (I am not a graphic so I can't say which is better) and later add a button "Hide" or "Cover" with marker where to. Later client just check if player is covered, check his weapon and if everything fits he got extra % to his dmg. Simple.

Anyway, idea is good. +1

DR? Why not AC? DR doesn't make any sense.

... yeah, it's the M60 which is in the game, which is heavier than LSW and SLIGHTLY lighter than a Minigun. The only thing you can't do with a Minigun in canon is shooting while prone.

It's a great idea, it just has to wait till 2.5D

But a simple version. When standing behind crates/anything you get a +30 ac bonus.
