Balancing psycho is not bad idea at all. Now psycho is rly cheap, and more and more people are using psycho, because it gives huge advantage over other big gunners ( rl excluded ).
First of all, psycho should give just 20% DR to normal, and maybe 8% to other DRs ( +- ).
Negative effects of psycho should be lifted, perhaps, -6 to PE for every psycho use.
Finally, DR could go over 90%, so having 110% ( BA + 2x toughness + 2x psycho ) would result in 90% against all normal bullets and 75% (110-35) against 5mm ap ammo.  That would make psycho better when used with more advanced armor.
