Because you can't craft it. You have to buy it or get it by killing a player or a San francisco caravan, female guards often have one.

Ok, thx a lot, i think i will wait for my gang opinion and create such a char :) I dont need charisma, due to mentats and only few k caps for profs, ya?

There are also mercs who carry an lsw.
I once hired 1 in NCR who had 1.

Is 7 int enought for rise BG, science and repair for crafting (and profs) and average lvl of FA outdoorsman and little doctor?
