Problem with new sniper character

Hi guys, first of all I would like to apologize for my bad english. My problem is this, I started a second sniper character and i've got some problems, meaning that in the targeting system i got less chances to hit from the same distance as my old one, and I am not sure why. The thing is, this is a specilized character only for sniping so it's kinda odd. I am lvl 15 and i still got two percks left, so i am asking you what perk should i take to make this right.
My first character has:
ST:4
PE:9
EN:5
CH:4
IN:9
AG:7
LK:3
SMALL FRAME
GOOD NATURED
BONUS RATE OF FIRE
DOGER
SHARPSHOOTER
RANGER
SWIFT LEARNER
PACK RAT
QUICK RECOVERY
My second one has:
ST:2
PE:8
EN:5
CH:1
IN:7
AG:9
LK:9
SMALL FRAME
FINESSE
MORE CRITICALS
BETTER CRITICALS
SHARPSHOOTER
LIFEGIVER
Both characters have small guns 199%.
As you can see, I got ST 2 even if the sniper rifle needs 5 but i can still wield it, don't really know why. So my question is: the problem is i''ve got to less strenght (beucause sniper requiers 5) or i''ve got PE to low (my first ch had 9 and i always had 95% in targeting system)?

You get a 20% penalty on your skill for each strong point you miss.
To be accurate at long range with a sniper, take weapon handling perk.

Each PE point means 16% chance to hit with a long range weapon.
This, combined with lack of STR, gives you -56% cth with a sniper rifle in comparison to your previous character.

Also, 9AG really suck, only even number in agility, so take 10 or 8. (because you gain an AP only fot 2 AG)
Same thing with EN, take 4 or 6, no more HP with 5 than with 4.
