Price of water bags

Actually the price of an empty bag is 25 and it require brahamin hide and fiber (it should cost 125 at least), but once you fill it with water, free and not really hard, it cost 250.

Maybe there is a reason i don't understand here, but it seem there is a fix needed somewhere.

maybe they the traders like a bag full of clean and clear water to drink from time to time on a hot wasteland day?

but really thats all i have.
