How are people entering sneak near players?

The "transparent man" bug is already several months old. I doubt that these people are sneaking, as I saw this in a lot places already.

So you can tag everyone whom you've met green and sneak always?

I meant grouping up with, try that. I've noticed that they become transparant then. (and you can sneak next to them)
