How it works perk? If the main karma does not work?

Which is a good thing untill devs find a solution that is both good for thief characters, and players alike.

No global karma, no perk obtainable.

Why is everyone saying that the perk is not obtainable, if you didn't try?
It is obtainable. My alt with 300% steal has it(thanks to the Harmless perk I had 300% steal on lvl 12).
It just doesn't check your karma.
