Mentats count as weapon to NCR guards

I just got killed by NCR guards for carrying a weapon.
Although I did see the warning, I wasn't the only one around, so I figured it wasn't for me.
But guards came after me and shot me.
I had mentats in my active slot.

Guards shoot if you have drugs on you. Devs have made beer and stuff not count as a drug, but Mentats definitively would be considered a drug. You can still use a drug without it being in your active slot by selecting it in your inventory (the hand icon).

I believe they shout out "put down the weapon" right? That would be extremely confusing to anyone, being told to put down your weapon when you're holding drugs

Drugs are considered a weapon so you can't make someone else an Addict (for lulz or haters).

Guards should say something different for drugs shouldn't they?
Why does the NCR weapon rule exist in the first place, other then the fact it was in Fallout 2?
Because in Fallout 2 it was to highlight the security of the the city wasn't it? But in Fonline it just hurts us doesn't it? If someone takes a firearm into the city why should they be penalized for that action alone? I mean there are still blind spots where people get shot anyway. And ontop of that it makes things more difficult for people trying to defend themselves or stop a thief. 

Basically the law abiding player is gonna get screwed over by the blue suit. He can steal from you and run away in the time it takes you to flip to your weapon, while guards yell for you to put it away.

Too many people flock to NCR, taking refuge and peddling their junk. Yet every day it is assaulted by suicide bombers who die for some unknown cause. One cannot walk down the street without being pick pocketed. The guards simply look the other way, or even egging people on to fight back, only to use that as an excuse to kill the innocent when they attempt to defend themselves. These so called guards will even take the stolen goods for themselves! The vultures wait patiently, eyeing any possibly prey who might offer up the smallest of profits. One must carefully cover their tracks and tread lightly when entering or leaving the city, for bandits camp just outside of the city walls.


So why do people put up with this Orwellian society? The economy is weak, with very few merchants ever having money to offer. The guard will kill you for the smallest of offenses. There is no jury or trial, there is simply immediate execution. People gather here all around from the wastelands, but why? It is simple really: they are all chiip, the fabled beast from before the bombs fell whose white fur could be fashioned into the warmest of clothing, but was so stupid it would follow its kind straight into the maws of hell itself.

The uranium is being mined, the remains of old bombs are being examined by top explosive experts, and soon dawn will rise early for NCR

Thanks for the info.
Didn't know drugs were considered a weapon.
I had it in my active slot due to a thief being around and it being the most valuable item I had on me.

As for using NCR merchants, they have cash quite regularly.
Buster even has 10k regularly.
People are in and around NCR a lot as it offers everything for the beginning and leveling player.
Suicide bombers I don't understand in real life, let alone in this game.
Apparently it's fun to blow people up and gloat over the comments people make about it.
Thiefs are annoying but nothing more than that.
They all behave in the same obvious way when they want to steal.
