Psycho gives to you -9 PE.
So, if you have 10 PE, you use psycho, your PE becomes 10-9=1.
Then you use x2 cigs: 10-9+1+1=3.
Then x2 mentats: 10-9+1+1+1+1=5.

Oh, but does that work only with PE10? If it's lower, will it technically go under 1? I've played with psycho a few times, and my cigs haven't been any help. (I may be wrong, but it's always nice to learn something new.)

Yes, of couse it's going "under" 1. You have penalty -9, but SPECIAL can't be higher than 10 and lower than 1. So, for example, if you have 8 PE, using psycho will make it 1, not -1. But you still will have -9 penalty, so taking 1 cig will make this penalty -8, still 1 PE, taking other cig will make -7, again 1 PE..
