I never heared about AP requirements for tent building and can't find anything about that in the wiki.
No matter what, AG 6 is a minimum requirement for any character.

5 is the amount, since using any skill requires 5 AP (Like First Aid, Doctor, Science, Repair).

with 5 AP (Agility 1) i was unable to build it. few month ago.

probaly someone killed the townleader with a burst of your own mercs or a bomb. :/
