one person has to be in an encounter while the other crosses the same square on the world map

actually it is the quarter square, your area as far as I have experienced increases in finding other players the higher outdoorsman you have.
at 150% it is almost a whole world map square

and you have proof of this?

not proof, only from what me and my friends sometimes do at LANs, was prewipe though, dunno if it has changed...
