Wrong, they can. Both players and NPCs have level, it's just that NPCs don't gain level like players.

So how they gain level and how they spend skillpoints (if they got any)?

They gain level by killing mobs.

Players gain levels by killing mobs too. I think he means something else, but mby I am wrong.
Anyway, question about skillpoints still is.
