Yes, they can under certain circumstances. If you just do "Expel Member" command on the faction terminal, they will be able to see the base. You must kill them inside the base after expelling them for them to not be able to see it.
Here is my suggestion:
Get a powerful mercenary near the spawn point of the base, set it to only attack enemies of the faction (Or every non-member if you choose), give it a minigun, and one day that person you want expelled will get blown away from it before the map even loads for them.
EDIT: Note, you must have the expelled member's status as "Enemy" of course.

Have you ever heard of people being addicted to sugar water?
Normal cola contains caffeine which gives an energy boost.
Combined with a lack of sugar it would result in a lack of energy.
Nuka cola contains energy cells, meaning you would need to kick of from the energy boost it gives.
It should result in a temporary drawback in action points.
You ever kicked off of caffeine?

lol clearly you know nothing about addiction. Plus action point draw back? That's so unbalanced it's laughable.
