But miners were mortal and they suffered from addiction. And in FOnline we have immortal powerbuilds with unlimited access to caps and nearly unlimited supplies of Jet. And as an bonus reward those powerbuilds or they alts should get even more minerals to make even more ammuniton/guns? I dont think so.

I would rather not to see jet infest the whole wasteland. So the mining cd boost could be restricted to HQ materials only. With jet you are double fast in combat so this will encourage jet-head miners arm themself rather than waste jet on a blue suit mine alt. On the other hand I doubt those jet head power builds would put a hammer in their inventory when they raid unguarded mines.
