Enclave dudes shouldn't leave their camp except for missions. Just look at NCR military you will get an idea.

Faction member does not equal soldier. For them you are just another meat to get chunked by the wasteland. Only reason why they did not killed you already is that somebody else will do it for them and they will save ammo. Seriously joining faction = joining faction as lowest rank member and in military factions even your superior's shit worth more than your life so why to make theater out of it? When players will be able to "live" in factions then why not to add some action-reaction reputation stuff but until then I take reputation as the FOnlines drawback rather than plus.

Enclave is going to use modified FEV to kill everybody, including their own wastelander cannon fodder.
