Hmm, if you want to get every element interface transparent :)
How shader will determine what to do transparent and what not to do?

Dunno about shaders but if you just make all graphics 50% transparent with one command, the final effect will suck. It's not that easy to make it look good.

Some graphics overlap so you will see what's behind, many parts took a lot of work to make them look good (aim window critters, character info screen).
Also some specific parts of background graphics are slightly less transparent to improve readability (window edges, text on windows, button parts and so on).

So if you think it's just a matter of pushing some button "make all 50% transparent" and you will have the same outcome as in WHINE mod, you are wrong  ;D

This stuff is still laying in mod folder, so i guess best will be to add what was done after last version and make it working... again. Fact that our first creation still have unfinished status is like sand in the eye for me :-\
Thanks to lack of time it's impossible to say if it will be tomorrow, next week or after server update, so don't hold your breath.

Even better is not touch default/faction.ini at all, and use own separated .ini - it makes installation (and uninstallation, if we talk about that) process of any mod much simpler.

Enforcing whole interface, when you need to change only few elements is just wrong.
