Is there any reason why I can't seem to give the Vault City April my booze for the 300xp? She just keeps saying something like "It's none of your business" when I try to talk to her.

your stats might be the problem here, if you can't get the dialogue window open...

The dialog window opens just fine, I get the following tree:

[She snaps out of her daydreaming as you approach.] Yes?
... Hello.
Hello.
... Seems like you've got something on your mind, are you doing okay?
I don't think that's any of your business.
... Fine, just trying to help.

And then the window closes. I have 10 IN, but only 3 CH. Could that be the problem?

don't think so...hmm, maybe have an alcoholic beverage or many, maybe she'll only talk to you while you're on a drug (alcohol is considered a drug in FO)

You're saying the wrong dialogue option. I don't know what the exact one is but it might not be the first one on the list.

No SPECIAL skills are required; a 1 CH character with low IN can do it just as vice versa.

I have 9 Charisma and I have the Booze but it acts like i dont have it.

I definitely meet the requirements to talk to most NPCs in the game, but I also tested it with a completely dumb, unattractive one as well. She'll talk. The problem is, even with the booze - doesn't matter if it's in hand or in the inventory - I can't get April to take it.

Maybe you have to brew the booze yourself? I remember one time not being able to give junk to Emma, even though I had 3 pieces. I found these on the floor in a town, however, not in the wastes. Now, after actually looking for junk in a town ruins tile and getting the Gathering cooldown to proc, I was able to give a piece of junk to Emma.
