Just a little thing : I suggest that all the NPC doctors in the wastelands should accept to heal players regardless of their charisma.

I think it would be normal for a doc, but maybe not in the post-nuclear future...

Cha1 isn't only looks, but behaviour.

Doctors aren't obligated to heal you. They can deny you whenever they want.
It's not like it's some hospital. It's their own business and they are the bosses of themselves.
If the doctor thinks your face is too ugly and doesn't want to touch it, he has the right to kick you out of the building.
