Basic Skills:
Charisma - 4
Intelligence - 5
Small Gun - 75

NCR I bought the Doctor at the bottom of the map Mentats ...

After Skills:
Charisma - 6
Intelligence - 7
Small Gun - 75
+
Weapon - Tommy Gun

Mission complete !
