The constant NPC Merchant killing in NCR

When I was bombing NCR, he was killing my bomber with no reason, even if he was with 10 HP and no items at inventory.

silverq:
go live in other guarded towns. Personally I'd avoid coming to NCR. That place is too dangerous, too crowded. Dont see why players keep gathering there when they could see their own legs flying at any moment.

Surf:
True. The Hub is pretty good, also Junktown or even the boneyard.
But it's still no excuse to kill NPC constantly because one "hates" them.  :-\

Anyway, it's not my decision what'll happen to him.

Kastion:
I've noticed this being done to the bank NPC from time to time too, people running in and suicide bombing him.

I'm not sure if the respawn timer is the same but it felt a lot longer to me and takes quite a while for him to come back.

NCR is too overcrowded for me. Hell, even some unguarded cities seem to be more peaceful sometimes :>
I recommend Hub - after last wipe it's more "user-friendly" town.
