Are there any PVE/RP factions out there?  I want to join up with other players, but am not interested in PK'ing for lols.

You could always try to PK with friends.

There are a few RP groups but they don't want new people for fear of being betrayed and slaughtered by others because they consider standing in a secret location and having fun as immoral and want to immediately fix that by mowing everyone down with miniguns.

hmm, could i join in the rping fun, the mindles killing seems to be getting boring, i've tried out a PK character, that got monotonous real quick (process, meet a person, shout warcry, click til the guy dies, rinse and repeat), i even have several RP thoughts that don't involve killing.

My suggestion for your attempt to create some RP events: don't discuss this here. Better meet ingame, at a place where nobody dwells (necropolis e.g) -
because if you announce this, the event will be crashed bye crazy PKs who don't want other people to have fun.

In the past 1-2 wipes ago there was many role play characters especially around NCR. Even game masters were giving experience for public role play acts in some cases. There were even role play PvP events were a group of Enclave kidnapped a woman from NCR and others came to rescue her from soldiers. All started to dying, simple era of PvP was coming. There was Hub role play project which also died. Now role play has been mostly forgotten and wasteland is full of owners and players.

I wish you good luck in playing role in the wastes. The best way is to make easter eggs for players, like encounters. Before the last wipe LAW faction made some such acts like The Knights Who Say Ni giving wastelanders a quest to find a shrubbery being dressed in robes and holding spears. Second task were to bring... another shrubbery. After that they had to cut a tree and bring a wood as a proof . Mostly new players enjoyed this encounters and brought these 3 items receiving tools of survival like basic weapons with load of ammo and some medicals.

Such easter eggs are quite fun for players not interested only in KILLING NOOBS AND OWNING TOWNS.

But which will be the policy for PK? Self-defense?

welp, i run the SFBB. were a mostly pve faction, we only pk russians and thats just do to self preservation. Im strictly a mission runner and am at level 15 just through running missions, so i dunno, everyone that nay says against pve must not know how to do it properly.
