TBB doesn't work in quest locations

I did this quest alone a couple of times and never spawned inside a dog pack.  If you don't have any loading-lag in FOnline you can complete this quest without CA, just some thinking. ;)

I tryed only once and the first I saw is: me surrounded by 6 dogs at every side + 3-4 dogs watching this... I instantly pressed "A" button (got 10mm SMG tuned on burst), but... "you were critically hit for X damage and knocked down", "you were critically hit for X damage and knocked down", "you were critically hit for X damage and knocked down", "you were critically hit for X damage and knocked down". That's all.
