Make the towns (Redding, Klamath etc) joinable as a faction...

Yes! Citizen is only one part of it. One can take the more "passive" part of a town, maybe collecting brahmins for sale , or as I said collectiong crops, or fight for the right of town XY! It would open a new port for players who enjoy pvp AND pve/atmosphe etc...

I actually like the idea. It could serve as an add-on to TC system - the faction in control would choose if it wants to give citizens a part of their prize goods (say, every citizen that was active for xyz minutes generates 1 jet/fur/whatever's peculiar to the town - would have to be balanced to avoid severe alt abuse) or keep it for themselves. If the citizens are angered by this, they could retake the town for themselves (and fund their own militia later). That's at least a theoretical way of bringing the town back to a neutral state.
Oh, and it'd solve the "but the north is a killzone" whine - more citizens = more goods. So if the faction wanted their daily dose of Jet to increase from 5 to 15, they'd have to let at least 10 freeroamers in. I bet at least some of them would bite.

Man, as much as I dislike on many posts of you, I love this what you suggested, it's pretty damn amazig. It would mix the bottle of TC and normal "I want to visit the town XY" , but it would also feature good pvp fights. Good!

I have read something about Rogues protecting miners in Broken hills, wanting share of mined stuff.
I think, that this is behaviour, that TC have to encourage.
They are running mine and have ore from it.
But this is quite time-consuming for them and only possible in Broken Hills.
If something like that would be possible in other cities, we would have safer North and populated cities.

may be if citizenship offered new kinds of "bases" it would fit the bill ?
something like having an hotel ,a shop , a brewery , a workshop , a garage (if mecanic profession appear one day ) or a ranch like bases but keeping it to only one of thoses .
almost like an intown "tent" . And as citizen militia act as if you are a npc town member ( with karma results for pk ? ::) )
for shops if you could have followers acting as sellers it would be fun too ;D.
also if it become aviable to set your tents and caravans in town but pay a rent it would be fun , even better if you could move objects with caravans ( like beds , chairs , tables ,shelves and such ) and if you could move your tent without building a brand new one but having to find and bring the loker all by yourselves .
last would be having much more underground locations aviables rather then only for first loggin , it could solve the space aviable in any set city .
oh , also often we can see different npc factions in each towns ( merchants/caravaners , criminals , normal folks ... ) , could this be develloped into a more lively player intégration ? and end up playing a part in town control aswell as potential riot factor to set the town back to neutral ?
could it give "quest" to help liberate town in behalf of citizens rather then another faction ?
