Ok i made some thinking inside my head and this is what i have now. If you need clearification just post a comment.

This is to balance out the PK and give players more moral choises to think about.
Fits the world perfectly

PVP system:
If you attack someone you get flagged.
Target of attack can attack back without being flagged.
You stay flagged as long as you get killed.

Killing flagged people give good standings with NCR but lose standigs with Slavers and Raiders.
Killing people without flag makes you lose standings with NCR but gain standings with Slavers and Raiders.

Should flagged people be able to be killed by others without guards notice?

Bountyboard

Go to a bountyboard, pay a price and type dudes name you want to flag.
If you are hated beware of being flagged alot!

This suggestion is open to more suggestions making this more better and balanced.

Lets see what you think!

edit:
//The system has flaws but could be used as basing for the final idea

1) Abuse NCR reputation with "bad" friend, get 1500 and you're "Idolized" and start kill everything you see in NCR and guards ignore it.
2) Flaging to show PKs may be isn't that bad, but only if it just shows you that he is a PK. Nothing more, if you attack him, it'll be the same if you attacked neutral player.
3) #2 almost useless, because you can know who's PK and who's not almost always yourself without any help.

This is too simple, the current reputation system has the potential to be used in bounty hunting: Killing players with good standing in vault city causes the killer to be hated in vault city and he gets his name on a bounty list in vc.

Something like this would be good inside faction system, no on it's own.

you missed the point there totally.

But,  Yeah I actually rethought this and realized some of its flaws also game and fluff wise.

This actually makes the game more "game-like" which i hate.  So I eat my words about "fits pefectly to the world" :D

I go back to my chamber now and come up with something better :)

Something about rewarding killing players on bountyboard would be nice. I suggest continuing the discussion from that point.. ->

Current reputation system is a mess even without this so its definitely one big no.

Every other game that i know of features some kind of PVP flagging feature.
The idea of flagging without karma changes is good imo, because i died multiple times because i thought he has no intention of killing me. (He said "hi", i said "hi" and in my language that means peace) If he would have been flagged then surely i would have stopped shooting at scorpions and eaither shoot him, or start running away.
It also makes sense in a way, a "PK" message above his head would be like a text message of: "The dudes armor has blood all over." upon inspecting him. In the wild wild west you could look at somebodys eyes and tell if hes a killer, or a protector, but here, every character is the same, like robots with no feelings and blank faces, if he has at least a leather jacket, and a rifle looking thing, then you NEED to shoot or run because if you dont, you will certainly die because of him thinking the same as you.

It's crazy that there's no consequence or reputation for murder. I try to killl people journeying between Junktown / Hub and the NCR/NCR mine. It's an awful lot of fun. Most fights are pretty evenly matched, and turn based means there's more tactics and a lot of entertaining smacktalk.

However, I'm killing guys unprovoked. Me and my friends are the human equivalent of the robber encounter, only without the snazzy green haired chick. So we ought to be treated like criminals. Some places should hate us, and criminals should like us more. But instead, there's no consequences.

One problem is that players are just divided into shoot on sight and shoot on self defense groups. Nobody cares about each others backgrounds in the fonline world. For example a raider can be good friend to vc member, hunting parties can consist of players with various backgrounds. Nobody is going to shoot another player because of his npc, only thing matters is whether either is pk oriented person.

So in future the evil npc factions should welcome only murderers. This way it's never unclear whether to pull the trigger or not. Right now it's goddamn hard to tell what's the mindset of a person you just encountered. When you're typing a letter, he's pressing the trigger. There's no sense to tell everyone to play along and shoot everyone on sight because some people are actually interested in playing as protector type of chars, pkillers should have nothing against that they would get some real enemies to fight against aswell.

I always making F3 (screenshot), when see someone talking to known me PK in any town, and if it's not just barter or something, but friendly talk, I tagging redname them too. ;p For me, if you was in party with PK, then you're PK too. Also about gangs/"clans" etc. If one member is PK, then everyone for me are PKs. That's really bad to be "good" guy, because you almost never shoot first, and this isn't good, when you don't know what thinking this person, but I'm trying to not give up, because I don't want to be like most players here. I always in encounters saying "Don't worry, I'm/We're not PK(s)"
About shoot first, and only then ask... I do it sometimes, depends on HP/weapon/and the main... name, but sometimes thry have adequate names, even like good guys, but... they shoot at me as answer on my "hey".
Today one guy with name Sir Hubert Jeremi (oops, mistaken... ^_^ ) bursted me from LSW on 100+ damage and he was surprised (because after some seconds pause, he said "polak?" trying to make peace, but I said that I'll hunt him since now, and don't want to speak with him), because I didn't die, because I was looking like 1-3 lvl noob, all I had is leather jacket and desert eagle, because I was simply walking to San Fran to sell crafted ammo for some sniper rifles, really, I had a chance to kill him, he had only 80 HP, I got only 1 turn of 2, because the first I instantly skipped. I dealed him ~25 damage, blinded, knocked down with one shot with my deagle, if I was "bad" guy, I got my 1st turn, crippled his arm - I'm finesse+more crit+better crit, etc. so usually bypass armor (so finesse only give 10% crit, no any bad effects) and doing mega crits attack with this crazy %crit, really I could kill him even wth 1 turn, but I was stupid by shooting in eyes, instead of hands, but anyway, if I was "bad" guy, I can be winner there, get his LSW, leather armor and his .223 or what ammo LSW use... +may be something else, but... unfortunately, I met him 1st time, and didn't know that he is PK.
Again bad thing being "good" guy, when you offering your help, they coming close to you and trying to burst you while in combat with hostile NPCs in encounter, of couse they failed... but, I think, thier lack of "Awareness" perk saved me, because I was again in leather jacket and deagle, so I simply eye-shoted that loser and said that he's one of the worst PKs I've met.
Also bad thing in being "good" guy is: if I was wearing sniper rifle+BA, I don't think he wanted to attack me then, so.. that means, I wouldn't discovered, that he is PK, so, each time I meet people, and they're weaker than me, may be the're not PKs NOW, but they can be later.
The good thing: I know, that I'm not alone, because I saw alot players (in pre-wipe atleast), who got metal armor+minigun/bazooka/sniper rifle/laser rifle and didn't killed me when I was staring playing FOnline and was poor bluesuiter. And even players in CA+bazooka wishing me luck and taking care, etc. But it's really rare to see such players. I trying to be really good, by giving metal armors to 20-30 HP noobs for thier bottles of beer, giving sniper rifles, all weapon from NPCs encounters, etc.
Yes, it's very hard, but who said that hard is bad?

Anyway "Karma" system and be able to see player's aligment, by reading thier description may be can be sometimes useful... ;p

Well actually when I was beginning I by mistake travelled from NCR to mine in a straight line and encountered Dark Angel who was looting some poor dead bastards and he shot me with SMG burst but I survived with 6 HP left and before my turn was over Sir Hubert and two other Poles appeared out of nowhere and I shouted "Save me" and they started "napierdalać" and I even got to keep some ore that was on the ground, so they can definitely be good guys too. So your 1/0 system of PK, not PK is not that easy as somebody can kill noobs and help them at the same time depending on mood and you never know.

I don't care, if I see him somewhere, I hope I'll wear BA+sniper, I'll shot off his hand, and the head/eye, and even his poland good words won't help him. If I have bad mood, I don't shooting in random players who accidentaly meet me on encounter, especially if they talk to me and it's not "U WILL DIE" or something like this.
