Colombo:
There was briliant idea.

Reduce cooldown.
Are you weaken? You can use doctor or eat food, your weaken will be healed. Failed with doctor? Eat food.

Have you healed your friend and you need to heal him again? Just eat some food and your FA cooldown will be lowered/removed.

Have you gathered wood, mined minerals or picked junk too too mutch and need to get out of there realy quick, but want to pick another piece? Eat some food/drink some water or beer.

Thats realy cool. Usefull, you are not forced to use it all the time, but from pure benefits most people would use it.

This would need to add another "hungry" or so cooldown for food, to not make it so powerfull.
There could be food of 3 qualities. From low grade to high grade.
If you eat low grade food, your cooldown would be lowered/restarted (depends on cooldown, mostly to zero, but eg. for gathering cooldown to 10 or so), but you cannot eat another low grade food, you have to eat middle grade food to obtain same effect. etc.

Surf:
Sounds good. But as you said, a cooldown would be needed, else it gets abused.

I like the idea that you would be able to gain some hp/reduce weakness/gain faster regeneration for some time after eating and drinking. I'm not sure if it would be good idea to reduce other cooldowns.
There would be come cumulative satiation cooldown for eating, so you could eat only a couple of things at one time. And there would be division between better and worse food - making different effect in the same time.

Onion:
Also it's great possibility for quests and PvP/PvE actions.

Quests:
- People in Town X are starving, bring them Y food and Z drink (and the option from enemys of this city like raiders to not bringing food or give food for them... many, many possiblities)

Actions:
- "Soldier we're preparing to lay a siege on Klamath, bring us a full chest of Modoc Brahmin Burgers nao!"
